Especially for its readers, MG conducted quality tests of mobile Internet access services from four telecom operators represented in the capital region. Data reception and transmission speeds were measured at 8 different points in the TiNAO territory using a regular smartphone that supports 4G networks. The test positions were chosen in an open space outdoors, near crowded places, since measurements simply in residential areas do not correspond to the logic of using mobile access due to the presence of wired home Internet for most users. At each point for each operator, 2 measurements were performed and then the average of the two values ​​of data reception and transmission speeds was calculated. For measurements, we used the popular mobile application “Speedtest” in the mode of automatically selecting the best server. The tests were performed on weekdays (from October 18 to October 21, 2016) in the interval from 9 to 18 hours, that is, the load on the operators’ equipment was not peak.

The ability to watch and broadcast video at the current bit rate was used as a criterion for evaluating the results obtained. The YouTube service’s recommendations for bitrates for various types of broadcasts at a standard frame rate were taken as a basis. The results of data transfer speed measurements were assessed on a special scale, which is reflected in the table below. If it was possible to watch or transmit video of appropriate quality at a specific point, the operator was given a score from 1 to 6 points. At speeds below 1 Mbit/s, normal video transmission was considered impossible and the operator received a penalty point (-1).

As can be seen from the diagram, Megafon is the leader in the quality of mobile Internet access services in New Moscow. The second place is occupied by the operator “TELE2”. This result is all the more surprising because TELE2 entered the Moscow mobile communications market just a year ago - on October 22, 2015. According to the results of our tests, third place in the ranking was taken by MTS, and Beeline took fourth place.
It is interesting that the test in the village of Kommunarka did not fit into the overall picture of the measurements. Only at this point did Beeline show an excellent result, many times the best among all operators.
In addition to the presented assessments of the overall level of quality, summarized across all measurement points, it is also necessary to consider the stability of quality in the region as a whole, characterized by the spread of the data obtained. The smaller the spread of measurement results, the higher the stability. High stability indicates that the operator’s base stations are located rationally, there are enough of them in the service area and the load on them is optimally distributed. Based on Table 3, we get the following: the spread of the Beeline data transfer speed measurement results is from -2 to 10 (12 points), the Megafon spread is from 6 to 11 (5 points), the MTS spread is from 0 up to 11 (11 points), range “TELE2” - from 3 to 9 (6 points). Thus, you can see that the places in the ranking by quality stability are distributed in the same way as by the general level: the leader is Megafon, followed by the operator TELE2, then MTS, and the operator with the largest variation in quality closes the ranking Beeline. Moreover, just like in terms of the general level of quality, the leader is more than 2 times ahead of the fourth place holder in terms of stability.
The study is independent, does not claim absolute accuracy and contains an assessment of quality from the point of view of the average consumer of mobile Internet access services. MG will continue similar tests in the future to determine how operators are working to improve service levels.
